Tobacco cutters were used by stores/ individuals to cut a piece to chew when tobacco was sold in larger pressed blocks rather than loose in bags or smaller pieces. They were also used by individuals to cut pieces to chew from cured tobacco farm twisted up leaves (often called home spun). Some of the old local stores would also buy and sell home spun.
