Well, I'll change the question a bit. I picked up a #0 level at a
garage sale a few weeks ago. It has the level vial, but the
plumb vial is "empty." There are brass plugs on each end
of where it's mounted. 

How would I get this apart to try to replace the vial? 
Where can new vials be found? Lacking a source, what's
the typical fluid in a vial, just water?

Who, a long time ago, took a class in making glassware
for chemistry, and can still probably size, curve, and
seal a tube(if absolutely necessary B^)).
Oh, and who paid $3 for the level.
