In England it’s Her Majesty that decides if you may purchase pure alcohol.  

I have such a certificate, so I do.  

Since I was licensed, it seems some ‘outdoors’ site ran an article about how
pure alcohol being hotter burning in your alcohol stove than the public purple
dyed version, and the man who does licences somewhere deep in Her Majesty’s
Revenue and Customs department was suddenly inundated with people wanting the
stuff.  After a short while, so I understand, they tightened up their decisions,
so ‘the public’  - bless ‘em - can’t wake him up so easily.
