A few thoughts.

Figure out what goes in the toolbox before dimensioning it!

Depending on the age/size of the kids, they might be better with No.3s.

Don't buy a saw the kids can't eventually sharpen. Better to teach them 
to make a simple saw vise & etc.

Look for corporate donations of files, screwdrivers, clamps, squares, 
hammers, chisels & combination hones. Those are all still in general 
use, and should be an easy donation for the Borg or other similar source.

Braces, not eggbeaters because braces can make big holes and small, the 
chucks are generally more forgiving, it's easier to get angular control 
with them, and there are lots of old ones to be had in workable condition.
