These drills were sold with a small chuck, usually split jaws, for holding
diamond shaped bits. They were sold to people doing fretwork. I’ve also seen
similar drills offered in jewelers catalogs for boring soft metals, also with
the split jaw chuck.

I suspect the chuck was added by an owner.
