I have one of these in my hot little hand, but can't identify it. It appears to 
be a speed increaser/reducer, don't know which. One end has a threaded hole whic
h might screw onto a small drill press arbor, and the other end has a 1/4" squar
e drive exactly like a ratchet. I am thinking torque increaser, but it is more c
omplicated than others I have seen in the past.

Any help out there?
