I think the template would be made in steel ( mild would probably
work ):
1 scribe your design.
2 drill most of it out
3 file to the line what's left.
That's the way it looks at least. I have yet to make a template.

That's how I made mine, but I used spring steel that I heated red and
let cool slowly.
