A diamond is the best solution, though you need to avoid heavy pressure
that might rip the stone from the mounting.

Star wheels can, I suppose, trim a badly-out wheel, though in this case
you do need pressure. Difficult to apply to an eccentric wheel. Not a
good idea for hand-cranked wheels.

One traditional approach was/is to use the end of a section of heavy
gauge steel tubing, with a sort of gouge-wise action.

Wear at least a face mask!
