Interesting find, There seems to be several vague possibilites
I tend to agree with Gary that Atkins is a likely maker simply because
of the location, there is also the possibility that Simonds is the
maker, the EAIA lists "Columbia" as a brand used by Simonds. (Page 720)
Also it would be informative to find out more about the "The Columbia
Saw Works" listed in the EAIA with scant details on dates and only "New
York" as the location. Perhaps they were bought out by either Simonds
or Atkins?
Just going by the "look", I would think it was made after 1915, the
three screws and handle shape id reminiscient of a Simonds 99, but a
bit chunkier.
Looking forward to learning a bit more.
