Justice has her hand on a fasces, a symbol from ancient Rome that shows
an axe wrapped in a bundle of sticks. Depending on which political
tradition you want to promote, in modern times it either represents 1)
classic fascism, the type promoted by Mussollini in Italy, or 2) the
republican, representative form of government (the axe of authority
supported by the constituent sectors or regions being represented). I
sorta think the latter is what it means in New York. If you Google for a
picture of the chamber of the US House of Representatives, where the
State of the Union and similar big events are staged, you will see the
fasces proudly displayed on both sides of the Speaker's chair. The
"lumber jack's stocking cap" is meant to be the Phrygean cap
representing Freedom (Liberty--same thing, different language or
origin). You can read all about it here:

political/ideologicall, except for the falling tree, which was probably
cut by a Moore saw. Tom Holloway
