Here is one I had made for our tall ship for 1-1/8” purpleheart trunnels (tree
nails).  These dowels were so big and so hard that we decided to use hardened
steel, but for the regular smaller ones - 3/8  to 3/4” - a scrap angle iron from
the junk yard would work fine.  Be sure to relieve the underside of the hole and
polish the top surface reasonably.  We had 5 holes drilled in 1/64" increments
for fitting the trunnels into existing holes and found at this size, forcing
them through with a hydraulic press made them come out much nicer than pounding
on them with a 3 lb hammer
