Ed---I too have had troubles with fresh wipe-on varnish drying, as well as
modern exterior latex paint that seems to be tacky after three months on some
outdoor furniture---no linseed oil, boiled or OW under them, either.  Could it
be the new formulations?  I have some 3in1 unboiled LO, Turps and Beeswax that's
about ten years old, and I keep blithely on using that, just did a workbench
top.  It dries very quick, and seems never to get rancid, still smells heavenly
to me, though not to SWMBO.

How horrible it is to have so many people killed!---And what a blessing one
cares for none of them!

A question - does BLO have a shelf life?  I have a coat on some things, then
some brand-new, fresh, wipe on varnish over it, and I am having trouble with the
varnish drying.

If you have to much storage, you need more tools.  If you have too many tools,
you need more storage.
