I think that is a tool used to pull write in tension. The jaws grip the wire. The foot of it is placed against some point of leverage and the handle is the lever. Looks like a tool to pull crating straps tight. If we assume the flat bit on the short arm to be an anvil of sorts, and the groove in the jaws are to hold a ferule, then it could be a hand held, hammer struck crimper. I think that we've now seen another tool that has a "nib". Check out the left end of the long handle.
