I think that is a tool used to pull write in tension.  The jaws grip the
wire.  The foot of it is placed against some point of leverage and the
handle is the lever.  I think you would use it for installing wire fence
our any other reason you want to pull a wire nice and tight before
anchoring in place.

Looks like a tool to pull crating straps tight. Seen a few similar 
variations of that particular tool.

Dave,

A few years ago I got the itch to "collect" fencing tools.  Some of my older 
neighbors
heard about it and seemed they all had some type of barbed wire stretcher. 
Most of
mine are like your stretcher.

If we assume the flat bit on the short arm to be an anvil of sorts,
and the groove in the jaws are to hold a ferule, then it could be
a hand held, hammer struck crimper.

I think that we've now seen another tool that has a "nib".
Check out the left end of the long handle.

Not wanting to start the nib thing again of course!
