It looks to me that 3 of those spaces might accommodate wood-handled gimlets (where the bottom appears to have been carved out somewhat). As for the rest, I have no ideas at the moment. My mind is a blank, a not uncommon occurrence... I don't think so.� The tray is only .650 deep and the slots for the tools range from .170 to .250 wide.� If it were for forstner bits or any other auger-shanked tool, the slots would likely be closer together (for more tools) and wider (to accommodate the auger shank).
