Hey Fellow Galoots!
I know this is not a tool but it is a piece of hand forged hardware from the
estate sale of a Pennsylvania antiques dealer.
I have a pair of them and I'm wondering what they are?

it's clearly some kind of gravity-reset latch, but decorative,
and very robust.

Possibly for exterior use - perhaps on window shutters, especially
given that you have a pair.

They're a bit different from what I've seen before, but they make me 
think of shutter hold-backs.

I would say shutter dogs also.
