My guess is that it was felt that one piece construction provided the most
watertight and stable construction - They placed a great deal of emphasis on
preventing capillary action which would be more difficult with a built-up
sill - also probably helped prevent rotting - yes, paint would help but
again, built-up pieces may not move exactly in sync - ... my 2 cents.
