I've never used an ECE plane, but I've seen two things cause this problem in
other planes.  The first is if the plane has a concave sole.  The second is
if the plane iron is bowed.  put a straight edge on the sole of the plane and
across the iron at the back of the bevel.  I'll bet one of them is warped.
