It's laying on its side and is fairly thin.  The other side says Pat. Appl'd
For...too bad it doesn't have the actual patent number or it'd be easy to
look up what it is.

This is a wall-mounted shoe shine holder. The long sweeping front curved
part held a toe form that is missing and the horseshoe-shaped rear went into
the back of the shoe at the heel. The ratcheting mechanism spread the toe
and heel holders apart holding the shoe for shining. The flat plate that the
object is standing on in the picture slipped into a wall mounted bracket so
that this holder could be put away when not in use.

Another kindly galoot reminded me that not everybody has DSL and pictures

Shooting in the dark, I'd guess that it's some kind of device for holding
a shoe or low boot while stitching on the sole.  A boot vise, as it were.
Put the boot over the long thing, with the heel next to the heel clamper,
then tighten the clamp and lock in place with the ratchet.
