Just a guess, but I am thinking rug or tapestry repair with the large needle
eyes, although with the blues ends from heating in a flame coulee be from
streaking cultures on agar plate or carving wax, plastic etc. WAG

My guess is saddlery. 

Hard to gauge size, but if I'm close could have used those when I actually had
horses ...... Leather reins come with metal fixtures to make them adjustable. I
always wanted to lose the metal and stitch them to length...

I have a friend who is a professional ship model restorer (talk about esoteric!)
and he has made and uses tools exactly like this for maneuvering small lines and
holding and pushing them to tie knots and such.

Definitely user made from large needles. My guess is for sculpting or
texturing clay.

I immediately thought ‘ships in bottles’  but I see ship modelling has already
been suggested.  That would be more likely if the shafts are short.

these guys make their own, and they think nothing of making a new one for a

experience with them or model boat building, but because I have seen a set
