I think the key word is patience.  Having worked in the automotive industry
for the majority of my life (not to mention lots of tinkering on cars with
my Dad as kid), I also have had both successful and unsuccessful
experiences using just about every "penetrating" oil product available at
some time or another.  That includes a few mechanic brews that probably
were more than dangerous.  The only thing that consistently has worked was
patience.  On really badly rusted and such things, I like to apply
something, then let it sit.  Then apply some more and let it sit.  Then
give it a bit of a test.  If it won't come loose, then try things like
heat, taking, etc.  Apply more penetrant,  and continue til it either
breaks loose, our breaks off.  One technique that a mechanic taught me that
has surprised me at how effective it is, is to actually try to tighten the
fastener before attempting to loosen it.  The point is to simply get it to
move no matter how little.  The idea of patience is the key word.  When you
get in a rush, that's when you make dumb mistakes.
