Find a pewter smith in your vicinity. Inquire around amongst the higher end crafters in your area. They make commemorative medallions for companies and others. Once a master is created, they create a mold out of a heavy rubber or vinyl or something which is pourable and when cured retains good definition. Pewter melts at a quite low temperature, so this rubber like mold easily handles the heat of poured molten casting pewter. Much simpler than older days when the mold was some kind of metal. Limited only by your imagination and someone's ability to create a satisfactory master. Initial cost would probably be in the range of what you are willing to pay, and then making a run of medallions would be a price per piece that might be quite reasonable. What part of the country are you in. I can put you in touch with one in central Missouri. He might be able to provide contacts elsewhere. I have seen some of these and spoken a bit with the Pewter smith who does it.
