 From a web page on antique scissors (!) I find:

    If they=92re marked =93Foreign=94 they were imported
    into England from about 1900-1930.

Which I'm assuming applies to this tool too.

If anyone can confirm the dates for this "foreign"
marking, I'd be grateful.
