I suspect that what he's referring to is the use of a clamp that can
join two pieces of wood together at a 90 degree angle.  Use of such
a clamp is very helpful when transferring the locations of the first
saw cuts (pins or tails) to it's companion.

I don't have a commercial mitre clamp, but you can build the equivalent
very easily.  There's a shot of my version on this page:
